KIRKSVILLE WATER ASSOCIATION
BALLARD ROAD WATER LINE REPLACEMENT
MADISON COUNTY, KENTUCKY

Sealed proposals for the following work will be received by the Kirksville Water Association at the Kirksville Water Association's Office, 1613 Foxhaven Dr. Richmond, KY 40475 until 2:00 P.M. EDT (local time), June 25th , 2026, for furnishing labor and performing all work as set forth in this Advertisement for Bids, General Conditions, Specifications and/or Drawings prepared by HMB Professional Engineers, LLC., 3 HMB Circle, US 460, Frankfort, Kentucky 40601.
Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the above conditions will be publicly opened and read aloud.
The work to be bid upon is described as follows
1. Video Entire Project Area
2. 3,737 LF of 6" PVC C900 Water Line
3. 180 LF 12" Steel Encasement Pipe by Open Cut
4. 30 LF 8" Steel Encasement Pipe by Open Cut
5. Install 6 insertion valves
6. Cleanup & restoration to minimum of pre-construction site conditions
Drawings, Specifications and Contract Documents may NOT be examined in person for this project and must be obtained by emailing Brandon Baxter with HMB Professional Engineers, LLC. at bbaxter@hmbpe.com, at which time an electronic (PDF) set will be provided via email.
After award of a contract, the General Contractor will be furnished, without charge, a reasonable number of plans and specifications needed to prosecute the work. Subcontractors and manufacturers and suppliers shall obtain plans and specifications from the General Contractor.
Sealed proposals for the Contract shall be clearly marked on the outside of the container as follows:

Not to be opened until 2:00 P.M. EDT 6/25/2026
Time allowed for completion of the Contract is 45 consecutive calendar days.
If forwarded by mail, the sealed envelope containing the proposal must be enclosed in another envelope and mailed to Kirksville Water Association, 1613 Foxhaven Dr. Richmond, KY 40475 allowing sufficient time for such mailing to reach this address prior to the scheduled closing time for the receipt of proposals.
Bids shall be accompanied by a certified check or bid bond payable to the Kirksville Water Association in an amount not less than five percent (5%) of the base bid. No bidder may withdraw his bid for a period of ninety (90) days after the date bids are opened. He may, however, withdraw his bid at any time prior to the time and date scheduled for opening of same or any authorized postponement thereof. Any bid received after the time and date specified will not be considered and will be returned unopened to the bidder.
All questions concerning the bidding of this project shall be officially answered by the Engineer. All questions shall be in writing or e-mailed to: bbaxter@hmbpe.com. Questions will be answered in the order they are received, and all questions and answers shall be distributed to all plan holders through addenda. Questions must be submitted by 2:00 P.M. EDT on 6/25/2026.
The Kirksville Water Association reserves the right to reject any and all bids and to waive formalities and any bid that is obviously unbalanced may be rejected.
