Construction of a Container Manufacturing Facility
Environmental Assessment (EA) and DRAFT Finding of No Significant Impact (FONSI)
Blue Grass Army Depot (BGAD), Richmond, Kentucky
The United States Army (Army) announces the availability of an EA and a Draft FONSI that assesses
the cumulative effects of the potential environmental and socioeconomic impacts associated with the
construction of a Military Container Production Facility. The proposed action is needed to address the
global shipping container shortage and to develop domestic manufacturing capabilities for shipping
containers. The facility will include 650,000 sq ft of production facility underroof over a 50-acre facility
footprint. The facility will include two (2) production lines with two (2) shift operations and potentially
create several jobs at BGAD.

be sent via US Postal Service to Blue Grass Army Depot, Public Affairs Office, 431 Battlefield

at (859) 779-6941. All comments must be submitted on or before 19 JUNE 2026. Any comments
received will be reviewed and addressed prior to a final determination by the Army as to whether to
issue a Final FONSI or issue a Notice of Intent to prepare an Environmental Impact Statement
